I remember QoS configuration guide has the description of this feature called
policer enhancemnet-multiple actions. And It makes sense to me if the
policy-map is applied to a frame-relay interface, not only to set ip
precedence which is layer 3, but also frame-relay drop eligibility bit which
is layer 2.
