Shaping (bits) vs Policing (bytes)

Hi all,

Is there a good reason that 'tokens' in CB Shaping represent bits, and
in CB Policing they represent bytes?

It's not a big deal I guess, but to me, it seems like an inconsistency
that could only be explained by history.
