Correct (I just tested it). Even if you specify an outgoing interface
as well as a next-hop IP, EIGRP won't do anything with it. ("sh ip ro"
reveals static routes like this are "static", not "connected".)
A static route pointing at an interface is considered "connected", so
that's why using a network statement works.
