Well, aren't you amazed by people scoring 99% on a CCIE written? Or
1000/1000 on associate or professional tracks, even on some tricky
exams like CCDA or CCNP? Excepted some truly brilliant people, the
reason is unfortunately very simple: brain dumps. :( The temptation is
too great for many people to resist, even the majority, I'd tend to
say (an anonymous poll would be interesting, to gauge how few people
never cheated, not on this list but in the general population of Cisco
certified individuals). That's the reason why only the CCIE, with its
lab portion, remains a valid Cisco cert in my opinion. All others have
lost any credibility (with regards to employers and colleagues), since
one can't prove he's achieved them without cheating. They're only good
for evaluating oneself, and as an incentive to learn more; for
instance, I'm preparing for the lowly CCNA Wireless (even though I
passed the CCIE R&S lab), to be followed by the "CCWP" (provided it's
unveiled this year), because I'll be working on some large Wi-Fi
projects and I want to be best prepared.
