IPv6 autoconfig over Frame Relay

Why doesn't IPv6 autoconfig work over Frame Relay? The router doesn't even
send router advertisements over frame relay interfaces.
I thought it was because the router couldn't send to the multicast address
for all hosts (ff02::1), but a ping to that address gets a response.
