The ACS 4.2 installation guide says no.

http://www.cisco.com/en/US/docs/net_mgmt/cisco_secure_access_control_server_for_windows/4.2/installation/guide/windows/install.html#wp1041376

You would spend more time trying to hack/fool the installation process
to believe it's running on Windows Server than you would tracking down
a copy of Windows Server to install. You can run it inside a VM,
although it's only supported on VMware ESX.

So, download a trial of Windows Server from Microsoft, download VMware
Server from VMware, and install your ACS trial that way.

cheers,
Dale
