MPLS Bouncing Circuit / IP SLA

I'm trying to find a way to limit the negative affects of a bouncing mpls
circuit to help detect instability and fail over to secondary path.

Has anyone had good luck with IP SLA in determining instability? The
carrier is not recommending that we use BGP Dampening.
