They, do have the ACS server ..thats how all the rack rentals today run. I
think, configuring is much simpler when you have an acs in place, simpler
than having tens of tabs open.

I would also recommend you run, logging buffered along with console logging
with timestamps enabled. Besides this have debug ip routing running, when
you trying to get to the first half of having end to end connectivity.
