Hmm, I'm not 100% sure what you're asking.
The offset value specified in the "clock summertime" command (default
60 minutes) is applied to the local clock's time, irrespective of its
time source, current value, offset (if set) or time zone name (if not
the default, UTC).
I'd have to see the wording of the task and make up my own mind about
the appropriate course of action. I agree with you that in the real
world, if you have defined 'clock summertime' settings, it almost
always makes sense to also define 'clock timezone' settings.
In the lab, if I'm just asked to create a 'clock summertime'
configuration for the Pacific Daylight (savings) Time zone with a
forward offset of 60 minutes, I won't necessarily assume that creating
the Pacific Standard Time zone (UTC-8) is a pre-requisite. I would
hope there would be some key words in the task's wording that remove
some of the ambiguity.
