Just to add in the below mail.....

When the route is advertised by network command on R2 then route is
installed in R3's routing table.

So its a problem with redistribution.

Things tried...
1) Change redistribution metric
2 ) Ad changed for external routes on eigrp
3) peering with links deactivated , now its simple eigrp neigbours on serial
1/3 (R3) and serial 1/1 (R2).
4) PPP authentication disabled
5) wasted 3 hours :)
