Did you do a loop back test to see if your HW is ok to rule it out as a
cause for this layer 1 ?
loopback can be done soft, or with a plug.
your job is to rule out layer1 now to the smart jack, or lec,
if your hw is ok, and can be up/up while looped, stress test it with
internal pings, and see if the reliability continue to show 255/255, then
you are ok,
now go upstream toward the lec and keep ruling out layer 1 toward your
interface, if ok, ping the carrier to do the same toward you so they
can isolate where the layer 1 issue is, usually they do this segment by
segmnet thru their own loopbacks

Try posting a "show controllers atm x/x". You should be able to see
the
reason in this output, e.g. look for active alarms etc.
