Moreover the solution does not enable pim sparse mode on the loopback
interface of the BSR candidate.Without it the BSR does not generate
the BSR messages.
To make a long story short the solution for IE workbook has:
on R1, RP candidate, on interface lo0, command ip pim sparse-mode
on R5, BSR candndiate, on interfaces lo0 , pim sparse is not enabled.

It should be the over way around:
R1,RP candidate:
ip pim rp-candidate Loopback0
Rack1R1#sh run int lo0
interface Loopback0
 ip address 150.1.1.1 255.255.255.255
end
R5,BSR candidate:
ip pim bsr-candidate Loopback0 0
Rack1R5#sh run int lo0
interface Loopback0
 ip address 150.1.5.5 255.255.255.255
 ip pim sparse-mode
end
