I'd verify what my RID is for each of the routers (R1 and R3) for starters.

Virtual-links are pretty common fair - If we see your config oen of us can
point you in the right direction pretty quickly.

Here's a brief virtual-link lab by Chris Bryant:

Change the Areas and IP's and he's doing what you are trying to do.
