It is not level 7, it is password format.
I.E. if CISCO has already encrypted the password once using proprietary
method, then you can use "7" to reenter it again as a hash without knowing
what the password actually is.
like you use "neighbor 1.1.1.1 password 0 cisco" then cisco encrypts it and
it looks like "neighbor 1.1.1.1 password 7 %&@asdGFGA"
If you want to do it yourself, then you need to run MD5 in your head and
generate a hash.
P.S.: It's not a "level 7" it's "type 7".
