I don't think you need to adjust the burst size.
Fragmenation is to fragment individual packet, and burst size can be many
packets combined together. My understanding of traffic egress flow defined by
your policy is as below, (there are voice packets and other packets coming to
the egress link)
Since voice packets are small, they go directly to priority queue. Other
packets have to compare with the fragmentation size you defined, if larger,
then have to be fragmented, then are delivered to normal queue. QoS scheduler
then always empty priority queue first, then take care of the regular queue.
Since packets in priority queue are small, they can just burst out at any
