thanks,everyone.I've found what's going wrong there. I reinstalled the
ACS to find surprisingly that in the "network configuration" a AAA
server was appeared there before I add anything. That AAA server
seamed to be added by the server itself, with the ip address its own
ip address. And before I uninstalled the AAA server, I found there was
no this AAA server's configuration. Maybe it was removed accidently.
Now everything goes right.
