You can simply go to http://www.cisco.com/go/certification and click
on "Online Support" in the right side menu. This redirects you to
http://ciscocert.custhelp.com which is (for all intents and purposes)
an official Cisco site, and has been for some time.

This is not a "rumor" although Cisco's handling of the announcement
leaves much to be desired.
