That's the problem: Proctors are not proctoring full time.
I tend to think of them more like normal employees with CCIE that got
proctoring as side-assignment (or even as a punishment, unless they work on
development of lab exams).
Just imagine if favorite CCIE was a proctor - no time whatsoever and it'll
come down to their load and email load the minute you ask the questionif
they will be angry or extra angry at you that you asked them that seemingly
redundant question.
The best thing for proctor if you don't bother him at all.
Also, it's a test, not a discussion forum... so ...

But that's just my imagination I might be wrong - I never was in the Lab
room.
