The difference is the fourth octet. In this case, the first matches with a
fourth octet of 0, and the second one matches any value in the fourth octet.

In this particular case, the routes received all have 0 for the fourth
octet, so either ACL would match them.

If you needed to match on values other than 0 in the fourth octet, then go
with the second one.

Generally, it is recommended to be as specific as possible. The first one
is more specific.
