You can't configure CBWFQ on "LAN" type interfaces ie: gx/1 on a 6748 GE mod
even if it's configured as layer 3. If you have a "WAN" interface ie: DS3
or OC3 then you can. If you're trying to configure it on a gig interface
then you're going to need the SPA.
