You must have at least one router in each AS with MDT SAFI support. They
don't have to be directly connected. You can build a multi-hop MDT SAFI eBGP
peer,. Try using Dynamips with a 12.0S or 12.2SB image that supports MDT
SAFI.
The only other way to do inter-as mVPN if none of routers support MDT SAFI
is to build a GRE tunnel, PE to PE, but it would require static mroutes.
