It shouldn't do, provided that the DR has connectivity to the RP to send
either the Join/Prune messages in the case of the receiver's DR, or Register
messages in the case of the source's DR and that the other PIM router's on
the segment can form PIM adjacencies to the DR (which is best ensured by
having the DR on the hub router).
Like I said, the "sh ip mroute" command is your friend on this. Check the RP
to see if it has the (*,G) to show that the Join message has been recieved
from the receiver's DR. Check the RP for the (S,G) to see if the source DR
has registered the packet. Then check your RPF paths from source to
destination.

Presuming you've setup PIM correctly and each router knows the RP for that
group, chances are your issues will be a result of an RPF check failure (or
a missing IPv4 route).
