think of it this way
/10 is 255.192.0.0
so 255-192 = 63
and for the 3rd and 4th octet = 255-0 = 255
access-list 1 permit 158.0.0.0 0.63.255.255 is right, because you want to
match anything in the 3rd and 4th octet.
