If your using AutoRP to determie the group-to-rp mappings, then
have two routers (Candidate-RPs) announce thier RP candidacy. Using your
loopback (or any interface for that matter) announce have one of the routers
announce a higher IP address than the other.

So for example

Router A (this is a candidate RP, that you want to be primary)
ip pim send-rp-announce 2.2.2.2 scope 16

Router B (This is a candidate RP that you want to be backup)
ip pim send-rp-announce 1.1.1.1 scope 16

This way, the router thats the mapping agent will send out via the the
primary rp (Router A), but if in event Router A fails to announce its
candidacy (which is sent every 60seconds to the mapping agent), the mapping
agent will send the next highest Candidate for the groups which would be B.
