this is correct:
ip access-list standard even
permit 192.168.0.0 0.0.1.255 <http://0.0.254.255/> (we say EVEN, and in
WildCard we say CARE ABOUT EVEN/ODD ONLY)

ip access-list standard odd
permit 172.16.1.0 <http://172.16.0.0/> 0.0.1.255 <http://0.0.255.255/> (we
say ODD, and in WildCard we say CARE ABOUT EVEN/ODD ONLY)
