Packet Tracer 5.0 frame relay issue

Hi Friends.

Could some one help me?
Want to run frame relay on Hub and spoke. Have the cloud on the middle of
the page. S0 connecting to Hub/DC, S1 to spoke/CA and S2 to spoke/NY.

After assigning DLCI 102 From S0 DC to 201 S1 CA, I want to assign DLCI 103
on S0 going to S2 NY. it says:connection can't be established.

How do you assign to DLCI to the hub on Cisco Packet Tracer?
