On FR it's not real broadcast, but pseudo-broadcast, where broadcast frames
are replicated as unicasts to the destinations that have "broadcast"
keyword.
OSPF is another matter. Remember the 3 N's, or NNN:
Nonbroadcast Need Neighbors.
So you'll need neighbors or change the network type to broadcast.
