No, 2 state changes are needed for MST. Jason is right.

blocking -> learning: one forward-delay
learning -> forwarding: two forward-delays

Following is from a test switch with MST0 forward-delay set to 8 when port
is unshut:

*Mar 2 06:16:42.483: MST[0]: Gi1/0/5 state change disabled -> blocking
*Mar 2 06:16:42.626: %LINK-3-UPDOWN: Interface GigabitEthernet1/0/5,
changed state to up
*Mar 2 06:16:43.632: %LINEPROTO-5-UPDOWN: Line protocol on Interface
GigabitEthernet1/0/5, changed state to up
*Mar 2 06:16:50.486: MST[0]: Gi1/0/5 state change blocking -> learning
*Mar 2 06:16:58.489: MST[0]: Gi1/0/5 state change learning -> forwarding
