Two things. It's somewhat of a myth that you need additional hardware
for OER. It can worl perfectly fine even on one router. It sort of
defeats the purpose, but it still can.
The second thing is, conditional BGP is still a viable option. You can
play with "no-export" community, for example. In normal circumstances,
you would advertise your prefix with "no-export" and cause the prefix
to be visible in your SP only. When you lose your backup (when a BGP
condition is met, to be more exact), you would advertise your prefix
without no-export, thereby somewhat limiting the impact of dampening,
if it was implemented.
Still, I would look into more advanced control using carrier-specific
communities.
