The thing to understand is that in case of back to back connected routers
using serial interfaces ; one end of serial cable is a DCE end and other is
DTE end .
The DCE end provides clocking. The clock rate command is configured under
the interface with DCE end of serial cable.
This has nothing to do with PPP encap or something else .
