This is a Service provider topic but to do frame-relay over Ethernet you
would use MPLS AToM. Any Transport over MPLS allows you to encapsulate
frame-relay over the MPLS cloud. So you could run MPLS over your Ethernet
subnet and Frame-relay over your MPLS network. The purpose of this is to
run Frame Relay at the edge while extending it over an IP core.

Go down to the Q&A section for frame-relay to see if this is what you are
looking for.
Lastly here is the configuration guide for AToM using

Subject: Fastethernet support frame-relay
Hi team,
I am looking for a solution to connect a frame-relay with PVC link to a
FastEthernet. I tried the command in a Cisco router fast Ethernet
interface but can not find the "encapsulation frame-relay xxx" under
interface configuration line. Did anybody implement this solution?
Regards,
Jerry
