You get could something like the UC520 with a PRI and then for the cheap
phones, go with CP-521 / CP-524 phones.
That's about as cheap as I know for this. The UC520 should be able to
handle 100ish users, but it's pushing it.
You're probably better off going with a 3825 for scalability, but the
521/524 phones are the cheapest and they're exclusively for the UC520
(marketing).
