In the simplest terms, the commands with which you can specify guarantee
(minimum bandwidth) is "bandwidth" or mentioned legacy custom queueing.
You can also use "priority" or legacy "PQ". Or you can police everything
else, and implicitly specify bandwidth to traffic that is not policed.
So in short, no, rate-limit or traffic-shape will not be ok, since these
specify the maximum, and do not provide for guarantees.
