DR is elected on every single link.
The more apt way of configuring this would be to specify nbma mode on R5 and
make sure all the mapping is done.
Also, there is no point in R1 in this topology, since "join-group" redirects
packets to CPU, while "static-group" would redirect them out the interface
to R1
