SHAPING is not possible in inbound direction.
QUEUING is possible in inbound direction. "hold-queue in" command changes
the parameters in routers on the most basic level. It is a queue where
packets wait to be processed by CPU in case of congestion. In switches,
there can be multiple input queues per port, where packets wait for arbitrer
to grant them access to switch fabric. For example, you can place packets in
different input queues based on their cos/dscp.
