Hi Kiran,
Please check cisco.com (ccie pages--a lot of information are there) for
details. All updated information are there and there is a section where you
can write to Ccie team there and they can answer you about updated policies
if there is any. Your specific question about policies.
It used to be 12-18 months.
and about your other question...If you have not passed your R&S LAB part,
you are not certified. So taking any other written exam from any other track
does not extend your time period for R&S lab. You will have to take same
track exam to take same track lab. You can't take security written and then
sit for R&S lab.
The best option is take written when you feel like you are ready to study
for lab and have enough knowledge to pass written and have covered a lot of
ccie lab topics already and know them well.
