BGP route vs IP event dampening

Hi,
 
I found these two features are very similar in terms of how they work, and how
they are configured. Doc CD documentation is quite clear on these two as
well.
 
However, what is irritating me with the IP Event Dampening documentation is
that the Doc CD does not mention the penalty level that it adds up for
every flap.
 
If I set the half-life to the maximum of 30 sec (so that the accumulative
penalty decays most slowly), and I try to flap the interface (which has
dampening enabled), I can see that the penalty is arround 1000. If the
half-life is the default 5 sec, it is harder to capture the Penalty, but you
should also guess after a few tries.

In BGP route dampening config guide, this is stated clearly:
 
PenaltyEach time a route flaps, the router configured for route dampening in
another autonomous system assigns the route a penalty of 1000. Penalties are
cumulative.
 
Can anyone finds this Penalty value documented anywhere for IP Dampening ?
