Sometimes, a routing protocolo is used to keep track of the connection
state. If the link goes down petween CPE and PE (say a switch somewhere on
the way) both sides will report interface as UP, and will use that link. BGP
can properly report that the session gone down and report the problem,
therefore monitoring department can respond quickly.
Secondly, it could be a matter of dynamic routing. They can have
redistribution into BGP so there would be no need to create static routes,
but that is mostly MPLS VPN case.
There are many other cases, but with little information you have provided
those would be some possibilities
