I'd like you to consider the amount of time and effort for both as well.
Voice will be much more time and effort than SP.
1) availability of learning materials - Both are available but it is
important to choose the right vendor, not all vendors have good material.
2) cost of materials - Voice cost will be a lot more than SP specially in
Rack time. You can do SP over Dynamips.
3) new concepts required to learn - Voice is much more products and services
than SP specially if you are a CCIE-RS
4) how fast ? - it depends on your level, your available time to study and
your efforts. Generally, Voice has more technologies to cover than SP.
5) market, job availability, money - Voice is in a huge demand right now and
it is required anywhere in the world. Money is depending on many factors
like experience, skills, position, company, and country.
If you are looking for something that show you fast ROI and living in USA, I
recommend you to go for CCIE Security and Security Clearance. Then you can
make a lot MORE.
