Have you experimented with the "ip tftp source-interface" global
command on R0? Just wondering if CBAC would behave differently if the
source address of the TFTP request packet was something _other_ than
the interface IP of the interface closest to the destination (R1).
Maybe try sourcing it from a loopback, or from another LAN interface.
Just an idea -- haven't labbed it up myself.
