IOS XR also has the commit option:

I think JunOS has this since the beginning. That was in 1998 :)

I dont think so, inspite of configuring the same commnd with "no" keyword.
Many time you may lose the connectivity of remote end, I have not seen any
way out other then reloading that router or having the physical access to
that.

I case of juniper routers we have some relevant ways out like "commit and
confirmed" keywords.
