It's actually a matter of diplomatic protocol to communicate with a
translator. That way possible misunderstandings can be cleared better,
as written track in the native tongue of both diplomats remains
untouched by lack of vocabulary. It has nothing to do with being
smart.

Btw. both Hugo and Mahmoud speak pretty decent English. Doesn't just
about anyone who had more that 8 years of schooling? :-)
