Hi,
You are thinking only from the point of view of traffic send it from
r1 to r2. This traffic will be properly shaped with all the
information configured at R1 and depending on Frame relay congestions
feedbacks received. This traffic when arrives to r2 if burst over then
could be dropped by r2.
Now, think about traffic leaving R2 to R1, this traffic will be shaped
or not? If nothing configured at R2 frame-relay interface then you
will drop a lot of traffic trying to enter at R1 by one hand.
By other hand, the task states that in case of congestion the minimum
rate should be 32k, so now think about traffic from R2 without mincir
configuration if it has adaptative-shaping configured, it could change
the rate below 32k, because you don't expecified in case of fr
congestion, which one is the minimum rate to transmit to R1.

---eth0----R1<--------------FR
network<----------R2<--------eth0-------(Paquets going to R1)
lowest rate 32k lowest rate 0k
FR -adaptative Fr-adaptative
low rate allowed 32k rate sent it, 20k for
instance, because you don't have any low threshold.
