As you suggest, both policing and shaping limit the sending rate. The
primary difference is in the actions taken on traffic that exceeds the
limit. With policing, the excess can be dropped or marked, but not
queued. So policing will not add queueing delay. Traffic that exceeds
the shaping limit is queued, and then dropped when the queue fills; it
can add queueing delay. Seems to me that rate limiting is just another
name for, or special case, of policing.
