If one router requires a static *neighbor *command, typically the other
router on the other end of the PVC does not require a *neighbor *command.
For clarity, however, it is better to configure *neighbor *commands on both
routers.

Neighbor command is used on both Routers - Jeff Doyle TCP/IP .
Infact practically I never faced problem by configuring neighbor command
on one side(Hub) and successfully formed Neighbour relationship .
