FRTS in IE WB solution guide

Dear all,

I have a task from IE WB Lab8 asking for frame-relay traffic chaping, that sais
basically: "Each circuit has been provisioned at 128Kbps"

I configured :

map-class frame-relay FRTS
 frame-relay cir 128000

but the solution guide says:

map-class frame-relay FRTS
 frame-relay cir 128000
 frame-relay bc 16000 <<<<<

To get the points, is it really needed to configure the bc ? WHY ?
