so if the publisher is down, no phone can be added to the database.
But what about the ip phones will they be able to register with a subscriber?
if yes , can other ip phones register with another subscriber within the same
cluster?

probably you are sonfused because you can add phones on subscriber as well
but in fact when you are adding the phones on the subscriber, you are
actually making changes to the publisher database which is then repluicated
between to the subscribers....
