I believe that Adtran and some others make small ISDN simulators that will
furnish the necessary Q.921 and Q.931 signaling but they aren't cheap.
Around USD$500 new. I don't recall ever seeing where any genius figured out
how to do a back-to-back BRI without an ISDN switch or simulator somewhere
in the mix...
