So the are saying the closest thing- its not worth learning to become a

Kim,
In IOS 12.4T the router can act as the PKI CA server. Most likely this
is what they will have students configure instead of the MS CA server.
Very surprised to still see NAC Framework instead of the Clean Access
(NAC Appliance) server in there. Also very surprised not to see a MARS
box.
