This is not a bug as far as I am concerned, this the correct behavior. There
is a difference between "receiving and processing" a multicast packet (such
as an rp announce or rp discovery) and "forwarding" a multicast packet. If
the routers are directly connect to an MA, they can learn the rp mappings as
long as the have pim enabled on the interface connected to the MA.

There is also a difference from these and "generating" the multicast packet,
which doesn't not need dense more or an rp to send the packet. This is the
exact behavior we see when we send multicast pings. That router only needs
to have PIM on the interface.
